Check Limit on System
cat /proc/$(pgrep mysqld$)/limits
nano /etc/systemd/system/multi-user.target.wants/mariadb.service
Edit Limit on:
LimitNOFILE=65535
Change limit Check
mysql -v
Enter command:
SHOW VARIABLES LIKE 'Open_files_limit';
Show example:

Sometimes you need to change another limit in the file.
nano /etc/pam.d/common-session
ADD end line
session required pam_limits.so
Иногда по ошибке или магии ищите лимит в файле
nano /etc/systemd/system/mysql.service.d/nofile.conf
